Along with the development of the country,3the desire for electricity in Vietnam is
growing significantly for the past few years. As of 2015, Vietnam Electricity (EVN) can
only handle 80% of total requirements, leading to the market share of electricity
providers is still very promising, especially when Vietnam has risen the amount of
electrical power assisted to Laos and Cambodia. With this situation, Tan An’s business
plan in long term period is focusing on making more hydro energy plants operated,
specifically in the Highlands of the Midside of Vietnam, nearby Laos and Cambodia.
Tan An has also had Phu Mau hydro power plants group operated by themselves in Lao
Cai so in this year 2016, the company is trying hard to have their own second energy
factories group. In order to achieve that, Tan An will have to cut down low effective
categories such as Exporting handcraft fine arts and Ferro production…
Figure2.2. Phu Mau group of hydroelectric power plants comprise 3 plants with capacity of 5.6 MW.
Annual power yield is 21-22 million Kwh per year
Besides, Tan An is on the way of increasing its reputation in ASEAN countries, just to
name a few: Thailand, Cambodia, Laos and some Southern provinces of China.

Step 1: Licensing
3
Firstly, A Vietnam Energy Commission (VEC) license is needed in order to start
constructing the plant. A VEC permit passes on the privilege of lands and is normally
issued for a 50-year period. Vietnam Energy Commissionorders that engineers record an
application for a permit or exception from permitting if the hydroelectricity plant is or
will be:
– Located on a traversable waterway
– Affecting the situation of foreign exchange in that area
– Occupying the lands outside of the privileged ones
Before recording the permit application, it is judicious to petition for a VEC preparatory
grant. This grant is issued for up to three years and keeps up need of use for permit (i.e.,
ensured first-to-record status) while the permit application is being readied.
Step 2: Designing and Engineering
Necessary to the authorizing and allowing procedure is adding to the task format and
characterizing its attributes. The building procedure ought to be started right on time in
the improvement process. This step will be worked on with the contribution of engineers
from Phu Mau Electricity plants group. Some calculated designing should be executed as
a component of the preparatory license application so that the venture is characterized as
far as general area and operational qualities. As the procedure goes, preparatory building
must be performed to create basic drawings of the project. These drawings will
demonstrate the arranged venture, with information, for example, amounts of unearthing
